Setting a meaningful low-carbon concrete quota

A Ramboll study, commissioned by ECOS, shows that an industry-aligned low-carbon concrete quota can be as high as 80% - 16 times higher than the current 5% proposal put forward by the European Commission - with minimal project level costs.

The Industrial Accelerator Act (IAA) aims to accelerate the production and uptake of clean industrial products within the EU single market, with a particular focus on energy-intensive industries (EIIs). Specifically, it establishes mandatory minimum shares for low-carbon materials in public procurement, including a quota for low-carbon concrete and mortar set at 5% of total volume from 1 January 2029. This quota understates what the EU market can deliver.

The study found that the quota can be much more ambitious. The evidence indicates that a credible low-carbon concrete quota can be set between 32% and 79% based on the low-carbon concrete supply expected to be operational in the EU by 2030.
