Revision of the benchmark values for free allocation of emission allowances (2026-2030)

As an active member of the European Commission's expert group on climate change policy (CCEG), ECOS provided feedback on the public consultation of the revision of the benchmark values for free allocation of emissions allowances (2026-2030).

The Emissions Trading Scheme (ETS) is an added value when it comes to a clean, competitive, and climate neutral European industrial basis. With the Carbon Border Adjustment Mechanism (CBAM) fully operational since January 2026, we believe that the European Union has a solid framework in place which successfully shields European industry from carbon leakage risks.

ECOS would like to highlight the following points for the Delegated Act: 

  • Continue with the foreseen update of the benchmark values;
  • Avoid double compensation for indirect emissions due to the interaction with the ICC, in line with state aid guidelines;
  • Turn the current clinker benchmark into a technology cement benchmark in the upcoming ETS1 revision.
