Buildings are for people: aligning social and environmental lifecycle assessments
Buildings are where people live, work, learn, and heal. Yet European housing and construction policy defaults to metrics that obscure this: costs per square metre, emissions per floor area, units delivered per year. The European Affordable Housing Plan (EAHP) — and the simplification work underway — is an opportunity to change this logic and put the function a building serves for its users, and the resources it consumes over its lifetime, at the centre of how housing quality is defined, measured, and funded. Read on to learn how social lifecycle assessment (sLCA) and environmental LCA (eLCA), underpinned by strong European standards like EN 16309 on the social performance of buildings, can make this shift happen.
From floor area to human needs
Most climate requirements for buildings are expressed as kilograms of CO₂ per square metre and year. This creates a paradox. Larger floor areas automatically generate more permitted emissions, regardless of how many people benefit or how essential the function is. In the context of scarce housing and a shrinking carbon budget, this is no longer fit for purpose.
Recent research proposes a different starting point: deriving Paris-compatible CO₂ limits from a global carbon budget and distributing them according to the Fulfilment of Human Needs (FHN) principle. According to the FHN principle, the more vital and harder to decarbonise a building, the more space in the carbon budget it receives. For example, a hospital with its 24-hour life-critical services receives a more generous limit than typical residential construction, where the reduction potential is greater. And crucially, limits are expressed not only per square metre but also per resident, admission, or user — linking emissions to the actual social function delivered, not the size of the building.
The implications for housing are direct. Policies should prioritise solutions that deliver the most adequate, healthy housing for the most people at the lowest climate cost per household. That means systematic comparison of deep renovation, conversion of underused stock, and new construction not only on cost per m², but on social value per tonne of CO₂. Social and environmental LCA are the tools that make this comparison possible.
Making “buildings for people” measurable: EN 16309 and its revision
While environmental performance has become more visible through energy labels and LCAs, the social dimension of buildings has remained under-specified in EU policy and market practice. EN 16309 provides a framework to change this. The standard translates social performance into calculable indicators across six categories: accessibility, adaptability, health and comfort, impacts on the neighbourhood, maintenance and maintainability, and safety and security.
The current edition of EN 16309 (2014) predates the EU Taxonomy, the Corporate Sustainability Reporting Directive (CSRD) and the EAHP itself. Its revision aims at updating the standard for this new context. The revised draft extends assessment from the use phase to all lifecycle stages introduces two new categories — sourcing of materials and services, and stakeholder involvement and community engagement — and strengthens the methodological framework with clearer data quality and verification requirements.
This is why the standard matters now. As the European Commission asks how to simplify housing delivery while respecting wider policy goals, EN 16309 offers a way to make those goals explicit, measurable, and comparable — allowing Europe to streamline procedures. Simplification should mean standardised, streamlined methods, not the removal of the social and environmental safeguards.
A revised EN 16309, integrated with environmental LCA, provides a framework that identifies socially optimal solutions within planetary boundaries, rather than framing social and environmental goals as a trade-off.
What Europe’s work on housing should do
To deliver on its ambitions, the EAHP should place integrated social and environmental LCA at the heart of its implementation by:
- Prioritising social value per unit of climate impact. Public support should go first to solutions that maximise adequate, healthy homes for those who lack them, at the lowest possible climate cost per household. Deep renovation and conversion of underused stock should be systematically evaluated against new construction on this basis, using combined sLCA and eLCA.
- Referencing EN 16309 as the default for social performance assessment. Work on housing should embed the revised standard in EU-supported housing programmes alongside environmental LCA standards. National Standardisation Bodies should use this framework to anchor social indicators, including sourcing and stakeholder engagement in regulations and procurement, in ways that are locally adapted but comparable across Europe.
- Requiring integrated LCA as a condition for funding. Access to EAHP funding and EU financial instruments should require both sLCA and eLCA in line with recognised European standards. Any housing simplification package should streamline procedures, not weaken these assessments.
- Starting from problem analysis and participation. Major housing investments should begin with structured analysis of concrete problems: overcrowding, homelessness, energy poverty, poor health outcomes. Meaningful involvement of users and communities in defining these problems and assessing proposed solutions should become a core criterion for EU support, consistent with the new stakeholder involvement and community engagement category in the revised EN 16309.
Standards like EN 16309 are the mechanism by which the EU’s commitment to sustainable development is translated into measurable building performance. If housing is, in the European Commission’s own words, “the foundation of security, opportunity and dignity”, these qualities deserve to be measured alongside cost, supply, and emissions. ECOS, SIS and their partners will continue working to ensure that the implementation of the EAHP, the revision of EN 16309, and related EU initiatives support housing policies that truly put people and the planet’s limits at the centre of every decision.
