Call for experts – public procurement
ECOS is looking for experts in the field of public procurement to support our work on the upcoming revision of the European public procurement framework. Experts will provide relevant expertise and support in policy processes through the drafting of policy and legal recommendations, including evidence-based material.

Public spending accounts for a large share of EU’s GDP (16%) by more than 250,000 public buyers. Ensuring taxpayers’ money is used to the highest benefit for citizens, the environment, and the economy is a key priority for ECOS in the upcoming revision of the Public Procurement Directives.
To fully exploit this policy opportunity, ECOS is seeking a (legal) expert to support our work in shaping impactful policy and regulatory recommendations tailored to the current debate at EU level. Our work on public procurement sits at the crossroad between horizontal public procurement policies (the Public Procurement Directives), industrial decarbonisation, and infrastructure/buildings (the upcoming Industrial Accelerator Act and the Construction Products Regulation) with substantial work already carried out at sectoral level. Interested candidates should be able to demonstrate in-depth expertise in one or more of the following areas:
- EU public procurement legislation and policies with a specific focus on the Public Procurement Directives and their current implementation. We see experience with national procurement systems (including best practices) and green public procurement as an added value.
- Capability to draft robust legal arguments, policy documents, and advocacy materials to support ECOS proposals on green public procurement.
- Experience with public procurement applied to the construction sector (good to have).
The nominated expert will:
- Prepare legal and policy input through official comments and contribution to ECOS positions;
- Report to and liaise with the responsible ECOS Programme Manager;
- Exchange information with ECOS member organisations and other experts when needed.
Candidates should demonstrate strong commitment to environmental NGO values and should act in alignment with the organisation’s principles and objectives.
ECOS offers:
- A daily fee for preparation of meetings, participation and reporting, as well as other relevant tasks;
- Reimbursement of travel costs;
- Per diem to cover accommodation and subsistence costs.
