Call for experts – Plastic pellet pollution

ECOS is looking for experts in the field of plastic pellet pollution and more specifically on methods to estimate plastic pellet losses to represent and defend environmental interests in the development of standards and related policies.

On 16 October 2023, the European Commission published a proposal for a regulation on preventing plastic pellet losses. The proposal foresees that economic operators and carriers handling plastic pellets keep records of annually estimated quantities of losses and of the total volume of plastic pellets handled. Losses are defined as a one-off or prolonged escape of plastic pellets from an installation’s boundary to the environment or from road vehicles, rail wagons, or inland waterway vessels.

To facilitate compliance with this requirement, the European Commission is to request European standardisation organisations to establish a standard to estimate quantities of pellets lost to the environment. Economic operators shall estimate the quantities of losses in accordance with the standardised methodology.

ECOS advocates for setting a robust methodology that provides the European Commission with the most accurate estimate of pellet losses possible and that prescribes a sufficient level of detail to differentiate between installations and carriers based on operating procedures and other factors.

Interested candidates should be able to demonstrate in-depth technical and scientific knowledge on quantitative risk analysis, industrial risk management and/or data analyses. The ideal candidate has a good understanding of pellet handling procedures at installations and by pellet carriers.

The nominated experts will:

  • Participate in technical meetings of CEN (and possibly ISO) meetings to promote ECOS position.
  • Prepare technical input through official comments and contribute to ECOS position papers.
  • Report to and liaise with the responsible ECOS Programme Manager.
  • Exchange information with ECOS member organisations and other experts when needed.

ECOS offers:

  • A daily fee for preparation of meetings, participation, and reporting as well as other relevant tasks.
  • Reimbursement of travel costs.
  • Per diem to cover accommodation and subsistence costs.
