Emissions from construction products can have a negative impact on the indoor air quality of buildings, especially with increasing legislation for energy efficient buildings as well as the surrounding environment, through leaching into soil, surface and groundwater.
ECOS is therefore involved in the work of CEN/TC 351 “Assessment of release of dangerous substances from construction products”. The work undertaken in this is implementing EC Mandate 366, concerning the emission of dangerous substances from construction products, as defined in the Construction Products Directive (CPD) that may have harmful impacts on human health and the environment. The scope of the TC is to develop horizontal standardised assessment methods relating to the release (and/or the content when this is the only practicable or legally required solution) of regulated dangerous substances under the CPD, taking into account the intended conditions of use of the product. It addresses emissions to indoor air, and release to soil, surface water and ground water.

ECOS has been providing input to:
- Methods for determination of emission into indoor air included (WG2), specifically how the WG dealt with the VVOC, ensure a highly reliable method for the TVOC-calculation and allow only strictly validated secondary or indirect methods.
- Release from construction products into soil, ground and surface water (WG1).
ECOS questions the suitability of these tests, calling for the development of testing methods specifically used for the release of organic compounds to soil, surface and ground water. Moreover, ECOS is calling for the inclusion of further organic substances – such as biocides- in the work of WG1 (water, soil), ensuring that the relevant tests produced are fit for purpose. As a result, the EC Expert Group on Dangerous Substances (EGDS), which supports the work of various TCs related to the construction sector, has been asked for guidance.
